Monday 27 May – Operating surplus is expected to be $1 billion for 2019/20 and to average $3.4 billion a year over the forward estimates. Government infrastructure investment will reach $14.2 billion in 2019/20 with State debt expected to double over the next four years to fund large scale road and rail projects.
A major infrastructure and transport blitz announced with $29.4 billion funding for Victorian roads and rail including $15.8 million to deliver the much talked about North East Link project.

- Currently $46.7 billion invested in the Victorian transport network
Urban
- $27.4 billion as part of a Suburban Transport Blitz including $6.6 million to remove a further 25 level crossings
- $608 million to upgrade local suburban roads
- $150 million for commuter car parks
- $45.4 million for new bike and pedestrian paths across Melbourne
- $22.6 million to upgrade state’s busiest and most congested intersections
- $16.2 million to upgrade metropolitan road network
- $15.8 million (the full amount) to deliver the North East Link
Regional
- $425 million for improvements across the regional roads network
- $60.8 million to improving roads and intersections in Ballarat
- $52.9 million to upgrade regional intersections
- $10.7 to upgrade and renew bridges across Victoria

Urban
- $3.4 billion to improve suburban train network including upgrades to the Sunbury, Cranbourne and Hurstbridge train lines to enable higher capacity trains to operate
- $1 billion for business case, design and pre-construction of Melbourne Airport Rail, Suburban Rail Loop and Western Rail Plan
- $213 million boost for Melbourne’s tram and bus network
- $128.5 million for operation and maintenance of existing projects including level crossing removals and Mernda Rail Extension
- $50.1 million to improve suburban bus network
- No money set aside for the construction of the Melbourne Airport Rail project
Regional
- $615 million investment towards the Regional Rail Revival project delivering upgrades to every regional train line in the state including $100 million for the Western Rail Plan
- $49.6 million to deliver three new train stations in Bendigo
- $340 million to build new VLocity trains for regional lines
- $195 million to deliver additional regional train services
- $2 million to upgrade track between South Geelong and Waurn Ponds
- $10 million for more frequent regional bus services
